Secon number after energy costs

every skill has after its energy costs another number . It always like 120 , 20 or somthin like that . What exactly does the 20 mean i just recognize that it drains 120 energy and thats all. Would be nice if someone told me^^

That's the cooldown time (how long it takes before you can use that skill again) in seconds.
