how much does the tornado slow units when they walk in it?
okay now my follow up question is does it stack with frost wave?
like tornado + frost wave = 100%
since tornado does 50% and frost wave does 50%
that will make the unit frozen but still be able to attack?
I guess they stack - but then I believe the wave will reduce the speed by 50% of it's current (post-tornado) speed
They should not stack. If they do .. it is a bug.

Tornado and Cult Base also stacks freezing the Tribes player
If a unit is caught in a thunderstorm/tornado and has frost wave cast on them, they are effectively frozen. I believe that they can still shoot (for ranged units), but when you try to move them, they run in place, doing a moonwalk of sorts.

I think that is should stop units becouse tornado alone is useless. When you use tornado and frost wave, it have some effect (i didnt try it yet:D), and i dont think that is somehow awfully imba. Tornado has insignificant dmg. Slow efect is good but you have to run into it (slows you to) or run around (slows you to), so i dont see any big benefits. Its good for keeping enemy by your base when he is attacking it and you came from opposite direction. Otherwise...
You're obviously not using thunderstorm effectively if you think it's useless...
