Some help with making a map

I have this (http://img140.imageshack.us/img140/9528/koh5nm5.png) image and I'm trying to convert it to a map using the converter in this (http://forums.blackseastudios.com/showthread.php?t=260) topic..
But it keeps giving me error messages, and I can't figure out what's wrong :S
Help me please?

I'm trying to make a map of Europe (the ones that you can play on with provinces etc.)

the converter doesn!t make you maps for KoH campaign, AFAIK

You need to make it in map-editor and then do a lot of tweaking.
