Non filing letter

So today I got asked by the financial aid office of my school to provide them a "verification of non filing letter" since I did not file income tax for 2007. (didn't work).
Anyone here from the US knows which form I need to send to the IRS in order to get this verification of non filing?
It seems to be form 4506-t, but I'm not 100% sure.

Well, I ended up going to my local IRS office. Turns out, I was right.
