Is it possible to switch them around so that you have to sign a NAP before you sign a trade agreement.

I don't think so.
Generally you can modify the layout of the audiences, but I hazard the guess that the non-aggression pact implies that a trade-treaty is signed on a technical base within KoH.
(Technical explanation: I believe the stance between nations is an enumeration, which is handy because then a "trade treaty+1" = non-agression pact, but it also means that there can be no NA-pact without a trade treaty.)

In one game I started with a NAP signed with a nation I didn't TA with.

But I don't think I can recreate that, looks like you are right about them being hardcoded.

I haven't been able to find my KoH CD to install, so Ic an't tell you if I am right or not...
Is there a file for NAP and TA? if so, you could rename the Trade Agreement File NAP, thus making when you sign a trade agreement, it is actually a no attack pact. You'd then have to go into the games written directeratory and change it so it doesn't still say trade and so forth..

Though; I haven't seen the files in along time, so I am not sure if I am right or not...
