Ok, here it is...
I'm now the strongest kingdom/tzardom in Europe... 44 provinces, 5 KA, largest army and so on....
I have an aliance with Some Muslim kingdom in Africa... every time when my Allie (wet's say Serbia) ask me to attack other kingdom (f.e. France) \and Serbia is at war with France\ I have to go on war or my KP will "fall"... Now I'm at war with Maroco and I want my Allie to attack MAroco too, but the dog doesn't attack it and our agreement are still in use...

Yes it will fall, because to declarate war you must broke all agreements... so it will fall...
my question was was- why the AI sometimes refuse to "sent war" and it's KP don't "fall" \we are still in alliance\

hmmm... where and when see you that the ai kingdom's kp don't fall?
I don't have a lot agreements, and I don't have this problem :D
