Where is city pictures?

what city pictures, you mean buildings' icons? or picture of city as it looks on the worldmap?

the first can be found in images/screens/PlayWnd/economy/icons/buildings

I think he means the icons of the province Castle(town) and outlying villages and monasteries.

I'm not sure, but I think that this is in the templates folder.
